Anyone planing on documenting their boat may wish to bypass the "for pay" services and have at it. I had contacted one of these services but they wanted over $100. I took a chance and downloaded the very clear forms from the CG site, filled them out, enclosed the check and papers they listed and sent them in. Took about 10 min. Figured it cannot be this simple! No way!
I received a call last week from a very friendly CG employee who informed me that I had sent too many copies of the bill of sale and had missed an additional $8.50 fee. Much to my joy, she said she would send the extra copy back and if I gave her a credit card # she would put my new documentation papers in the mail that afternoon. Got it 3 days later. Amazing!

When we bought Rhapsody we looked into hiring a service to do the documentation for us. Perhaps this is advisable if you're purchasing a megayacht, but for us it would have been overkill. We had the same experience you did--downloaded/printed/completed and sent a check. When we changed the hailing port we did the same thing. Both times we made minor errors, and both times a cheerful lady called and resolved the problem.
I think the instructions are a little obtuse, even for my paralegal wife, but you can't beat the customer service.

I just received my papers about two weeks ago, however, the finance company did the paperwork (back in April). I just had to pay the fees. I will process my own paperwork for changing my hailing port in the future.
