I am at the stripping stage of refinishing brightwork (cold out there last weekend, but the heat gun helps). The prior job was a bit sloppy with varnish runs on the bronze toe rail strip and stern cleats. I'm looking for a safe way to get those dips off. It's possible to chip some of it off, but I was wonedering if there was a chemical alternative that won't hurt the metal.
Any suggestions would be appreciated.

The best thing to use to get the varnish, and anything else, off your Bronze is a ScotchBrite wheel. They come in various sizes and can be adapted to a hand held drill. They come in various grades and with the medium grade or courser you will even get some metal removal. I would recommend a fine grade for your application.
The one disadvantage is that you will end up with some of your Bronze polished and some still green but then a weekend or two of sailing will take care of that. Most good industrial supply stores will carry the ScotchBrite wheels. They look just like the stone grinding wheels for a bench grinder but are a non-woven fabric. If you have trouble finding them let me know and I will advise you of a source.
