question for all you Maryland boaters who have slips or moorings - i have recently read where Maryland DNR is now aggressively collecting a
"use tax" which went rather uncollected for some time. this tax is a 5% levy of the value of the boat and is supposed to be a one-time only tax for boats registered in MD as their primary boating waters. are you Maryland boaters paying this? just finding out about it now? is it collected by the marina? do residents with their own private docks pay also? what's up with this?

The 5% tax is a one time levy, its less painless because its goes to a dedicated fund for use to improve Maryland waterways and general boating support. For those that make use of the many and varied Maryland waters.......they're really not too tough on the value that's declared.
There has often been spotty enforcement over the years. Its surprising what a few extra on-the-water stops and a press release will do. It does appear that the State is a bit more serious about it now.
Boating is about relaxing, that can be difficult if you are always on the lookout for the "crabcops" 'cause you have dodged a tax!

it's good to know that the tax is beneficial to the waterways and not just the state general fund(at least we hope!) we have been familiar with the ten percent amusement tax when chartering on the bay, but this was a new one to me, a PA boater, where there is no use tax at present. as we are considering a move to the bay for our recreational boating, i guess this will be one more item to add to the budget planning.

This tax is paid when you register your boat. Wether you have it documented or not, Maryland requires the boat be registered with them. IF your boat is documented then you get a different state sticker---either way it is like a sales tax.
I had read in past articles --somewhere-- that the DNR were traveling marinas and taking notes on out of state registered boats and trying to determine how long they had been there. It seems to me I remember something about 3 months being the cutoff, but, I am not sure.

It could be worse. In Massachusetts (aka Taxachusetts) we pay BOTH a one time 5% sales tax to the state AND a 1% annual excise tax to the town in which the boat is kept (2.5% for cars). Fortunately, they tend to value used boats (and cars) at much less than fair market value for purposes of the excise tax. I think the tax authorities do this on purpose because they know there would be a revolt if the excise tax was based on actual fair market value.
