Listing to starboard and bubbling fuel

Hi....I'm a new member of the CD Board with two questions. Recently purchased a CD28 Flybridge and love it...however...she lists to starboard and I,m having problems fueling her up. On listing...no extra ballast ingots and the calculation for fuel (starboard side) and water (port) don't equal each other. The second concern is fueling...a clear air breather hose and vent and VERY slow pumping of fuel (Diesel) but fuel still bursts out...a mess indeed. I hear that CD fuel deck fills are too small to allow air to vent...anyone hear this? Thanks for your help!....Skip
