After reading all of the responses, I think I will add aluminum jam cleats at the foreword end of the boom for reefing line and outhaul.

Well, there is plenty of opinion on this topic. Perhaps I can make an observation based on experience, perhaps my experience as an Eagle Scout many decades ago:

To maintain tension on a line while securing it, take the line fully around the base of the cleat or even 1.5 times around. That will keep the line tensioned while you tie off. No need to add any hardware.

The lines on your Typhoon are small so should be no problem. If this is satisfactory you have a solution without having to do ANYTHING.

Always my preference.

The reefing and outhaul cleats are located at the aft end of the boom, so need to move them forward anyway.
If I could have replaced with faster cleating hardware in the same place, would have been o.k. Since no other hardware has same hole spacing , might as well put hardware forward. Will probably use jam cleats.
I sail solo and every little thing that makes life easier and SAFER is good.

Do people have equally strong opinions about the angle of small horn cleats attached to the boom? I see some parallel with the boom, some at an angle...

I installed the horn jam cleat a couple of days ago. Meant to have it parallel with the boom but must admit, there is a slight angle.
Even so, it works very well.

I've mounted them at a 10-15 degree angle. That's the way they're intended to work.
Like Fred, I installed a 4:1 purchase on the outhaul, on the advice of my sailmaker. It's much better than the 1:1 CC had when I acquired her. I also made te outhaul long enough to extend to near the mast and used a lot of extra line. Now, when going downwind, I can let out a lot of outhaul (there is a 4:1 after all) and really get some power in the main. This is really helpful in lighter wind.
I don't have a photo but could make one if that's useful.

I had made a 3:1 purchase with the outhaul, but there was so little room between the clew of the sail and the end of the boom that it was tough to make it work. I now have 2:1 which is strong enough. I do need a longer line. Another trip to West Marine.
