I have two halyards one that runs through the mast, and one that is external. I would like to add a spare for an emergency. There is a stainless "hoop" half circle at the top of my mast it is very thick. Would this be a suitable place to add a halyard block? Could I just have it travel down the side of my mast and through another block in my mast step organizer. I am concerned with it being able to move freely on the hoop and tangling with my furler.

That would generally be used for a light air sail like a drifter or spinnaker.
