What are your thoughts about a PFD/harness combination, such as the Mustang PFD HIT 3184 When wearing it under normal conditions the "harness" portion of the PFD is across my waist. If a tether were attached and pulled (i.e. falling down/over) the harness portion would (should) ride up to near chest level.

I agree. Looks like a fine product to me. It is better than my climbing harness, which I used to wear as a sailing harness, now I only use it to climb the mast and use a chest harness instead for the above reasons when on the jacklines.
Like all PFD's one has to wear them when needed. I once asked a much more experienced skipper than I to wear a harness when he gave me the wheel and started going forward in large waves in the middle of Lake Superior. We had just broken a chainplate. I was pretty sure I would never get him back aboard if he went over.
