Awesome!! Yearly is not uncommon for things like this, and it is a major PITA.
What makes it worse is the Renewal Notice that they sent me (OMB # 1625-0027) does not include details on how to pay the fee. It indicates where to return it (WV ), but no "Make Payable to...".
Also there are two expiration dates noted, and they do not agree. One is likely to be late, the other not. Grrrrrr.

I am going to make it payable to the US Coast Guard... and send it off to WV... with lots of mountains... and no oceans that I can recall...

I believe you may be correct. I am not a geography professor. However, I have carefully studied all of the maps and charts available and I am unable to find an ocean or even a large lake anywhere within the borders of West Virginia. Surprise, surprise, surprise
To understand why the USCG Documentation Center is located in land-locked West Virginia one has to learn these words: "The Honorable Senator Robert Byrd of West Virginia". Senator Byrd was, in addition to other high ranking positions, the chairman of the Senate Appropriations Committee for six (6) years preceding the opening of the Documentation Center in West Virginia in 1995. Not a dollar was spent by anyone for anything (regardless of need, national security, etc.) without the express approval of Senator Byrd. Of course, as in all matters Congressional, approval of funds could be obtained so long as one was willing to "play ball" and practice the age old axiom of "you scratch my back and I'll scratch your back".
"You'all want funds for more Coast Guard cutters, better equipment, life saving helicopters "
"Why sure, that's a fine thing. We just need to see if maybe there might be a possibility of you'all considering establishing your little vessel documentation center in the lovely state of West Virginia. I'm sure that as soon as you give the green light of approval on that little matter we can find the funds to buy you'all some new choppers, and big boats, and stuff"
"Now, never you mind about West Virginia being land-locked and maybe a strange place to have the US Coast Guard. Believe me when I tell you'all there are some things a lot stranger than that in West Virginia, yes siree bob".

You are exactly right!! Before moving to VA, I lived in WV. I find it downright hysterical that they have the checks go to a town called Falling Waters.Sea Hunt Video wrote:... Another amusing WV water story... While attending WVIT, I lived in a little town on the Kanawha River called Falls View (population < 200 at the time). Now, I did my fair share of silliness while attending school in that area, but I swear I did not hide a waterfall. There is not a Falls to be Viewed in that town, anywhere, trust me. Well... story has it that Falls View and Glen Ferris (which has a very pretty waterfall) applied for their names at the same time, but the paperwork got switched. And nobody could or would fix the mistake
Over the years, some have doubted the validity of this story, but it makes as much sense as naming a town without a waterfall, Falls View, right?

Not to start another "locked prop Vs. unlocked" debate, but I do wish that people like Sen. Byrd were in there now, at least SOMETHING would be getting done. My Norton warned me off that website, too. So, I'll wait to receive notification of the extension from the USCG.
BTW, I have always found the Documentation Center to be very responsive, and I've always received my renewal notice in plenty of time, and my new Doc. always arrives before the old one expires.
Possibly, with no ocean nearby, the Coasties in Falling Waters have nothing better to do than their jobs.
And, yes, I agree that Sen. Byrd was certainly responsible for the Documentation Center's location. I guess nobody from Wyoming or North Dakota had sufficient seniority at the time.

To renew your Documentation papers send a check to the "United States Coast Guard" for $ 26 and your will receive you papers within 14 days. I view it as a donation.

I was reluctant to post this comment because: (1) I don't know nothing about no computers; and (2) it's not technically a "Cape Dory" issue.
That said, the below is what my computer geek buddy sent me. He knows his stuff when it comes to computers. He works at one of those "alphabet soup" agencies. He got my "a#$" out of a jam more than once.
From the Norton website:
"My Norton product incorrectly alerts that a file is infected, or a program or website is suspicious"
This issue can happen if the file that you have downloaded is considered as unsafe due to its poor reputation. The Download Insight feature in your Norton product provides the reputation information of any executable file that you download from the Internet, and takes action based on its trust level. The reputation details indicate whether the downloaded file is safe to run on your computer.
By default, Download Insight lets you install any safe files. In case of an unsafe file, Download Insight informs you that the Norton product has detected the file as a threat and has removed it. For the files of unknown reputation levels, Download Insight prompts you to select an action that you want to perform on the file.
If you want to download a file that you know is safe, but Norton deletes it due to its poor reputation, temporarily turn off the Download Intelligence feature to allow the download of the file. Make sure that the feature is turned back on after you complete downloading the file.
These steps are for the current version of the Norton products. If you have an older version or if you do not know your product version, go to Norton Update Center.
What are false positives?
A false positive occurs when your Norton product incorrectly alerts that a file is infected, or a program or website is suspicious. Common indicators of a false positive are:
Your Norton product detects a threat in a file that you believe is unlikely to be infected (for example, files with extensions such as, *.txt, *.dbf, *.log, *.hlp).
Your Norton product alerts that a file or program developed and created by you or a legitimate company is suspicious, or is a threat

I do not understand any of the above. It is all Greek or Latin to me. However, my buddy removed Norton 360 antivirus from my laptop and installed McAfee. He says it is a better system. He also told me to use Firefox and not Internet Explorer.
If the above does not make sense to some of you don't worry. NONE OF IT MAKES ANY SENSE TO ME AT ALL. I remain in love with the rotary dial phone.

Regarding the USCG center being positioned in WV. The story of Senator Byrd influencing the decision to build in his state is exactly right on.
I had the good fortune to attend a multi day training at the National Conservation Training Center in Shepherdstown, WV - a beautiful and very 'no expense spared' facility built for government staff from the US Fish & Wildlife and other agencies. Even the food was fantastic.
The people in the community openly referred to the many places such as this as "Byrd Droppings".
Imagine if we could only get a Senator that powerful who's a Cape Dory sailor!
