After thinking this over, I realized that I was at fault for this one. In the past I have pulled the screens and sprayed the inside of the water intake with IO anti-fouling paint (as well as the exterior) and applied transducer (non-solvent) anti-fouling to the plastic intake screens inside and out. This year I cheated and only painted the exterior of the screens - lesson learned.
Engine now back in running condition. I replaced the water pump while I had it out of the water, as I figured the impeller probably overheated when the intake plugged.
