Upon inspection of bottom I noticed that water was weeping out from a small area ( .25 inches diameter ). Hull was painted April of 1999 with Petit Unepoxy bottm paint.
1. What does this mean?
2. What can I do to correct problem?

Sounds like a blister. To get through the season, grind it out with a dremel, sand, clean, coat with Interprotect 1001, sand, then 2 coats Interprotect 2000. This is a high material cost for one blister. You could get a small resin kit and seal for the season. Steve McMullen ,West Cove Boat Yard, Sorento Me. said drill 1/4" holes at some of the weep-spots to drain the captured water out befor the winter freeze.
WE did and found a void or voids holding water.The local marine expert advised to drill a 1/2"x 12" water resivoir up in to the keel from its base an set a garboard drain and plug.
This was not possible with the "EIDER" in the barm on its trailer so he machined two small bronze garboard drains and set them about 2" and 6" up from the bottom of the keel and about 15" foward of the rudder,[the general location of the weeping spots] .
Unscrewing the plugs at the Nov. haul-out proved fruitfull with water released. Where it comes from is still unknown.

My newly purchased 1974 CD 25 is suffering from the same malady. The previous owner (not the broker from whom I purchased her) indicated that mine "weeped" for the three years he owned her. My boat is currently on the hard, two previous "patches" (starboard side, bottom of the keel, each also about 2 1/2" to 3", have been ground out. A couple of days ago, out of frustration at the time it was taking to dry out, the yard drilled a small hole to speed up the draining process. Apparently, as per one of the previous responses, there are voids that act as reservoirs. The garboard plug route has been suggested to me as well. It's something I'm going to pursue, but not this season. Had a similar condition on my former boat a CD25. I took it to Palmer Johnson and they opened it up and found a void. They filled it with epoxy, glassed the hole and barrier coated it. End of problem. They said there is a void between the two sides of the hull and it is probably condensation that works its way into the void. Seemed like it was more of an annoyance than a danger.
