My Ty has the state registration numbers stuck on either side of the bow. How do I get them off, to apply the new ones. They are the individual letters and numbers that stick on.

Jerry,
I have never tried it on registration numbers, but auto paint shops carry a volatile and toxic product known as adhesive remover that is used in diluted form by window film firms to remove film from windows.
I have used it in my home and it makes otherwise unbeatable adhesive just disappear. Be careful - lots of fresh air and no sparks or flames at a minimum. Read the directions!
Maybe acetone? Maybe lighter fluid?

Don't use toxic chemicals! A hair dryer will work just fine.
Just warm the numbers up and the glue will loosten up easily

I like Marv and Warren's suggestions much better than my own.
