Sorry to ask the obvious question, but is the raw water seacock open? It needs to be in the closed position to draw from the bucket.

Any marine salvage shop has bins of toggles, turnbuckles, and various rigging parts that can be had for a couple bucks. There must be a marine salvage shop in the Chicago area.

Whether we break them up with soap or not, you're still allowing oily water to discharge to the environment. The engine pan should not be allowed to overflow into the bilge.
