I had the same problem

on the same engine. The problem was a faulty ground wire where it attached to the secondary fuel filter plate. The plate has a very fine crack in it. I had a CD14 sail made for me a couple years ago that came out very nice. I contacted Doug Burtner (http://www.haarsticksailmakers.com/) and sent him my old sail. I presume he still has the measurements.

Flotation

Under the aft seat boards, there was a few flotation pieces (like styrofoam) that filled the space. I put a black screen (black gardening screen) on the top of the flotation pieces to keep falling leaves and insects from getting down into the chamber and rotting, absorbing water.

You need a "check valve" in bilge pump drain

You need to prevent the water left in the drain hose after the motor shuts off from draining back into the bilge. Install a check valve in the line about 12 inches or so after the pump. CD14 Project

I finished a CD14 a couple years ago and sold it. Here's a pic of what she looked like in my driveway with a new sail.

It may be that the electrical cable inside the mast is also attached at a midpoint on the mast servicing the mast light or lights on the spreader arm.
