The filter SHOULD be below the tank. It will work if it is above but you increase the risk of air in the fuel. Don't know if any of you are following our blog about rebuilding our CD 27, but we came up with a pretty decent solution for the bilge pump arrangement that includes both a manual and an electric pump.
