a design flaw (repair w/ modifications -gusset?-)

I've heard of dry-sailed boats....
actually developing hull blisters where a (wet) bunk contacted the hull.
If using carpeting, it is probably a good idea to use an outdoor type that doesn't hold much water.

as a regular ramp user
at a variety of places, I'd have to say it depends on the particular ramp. I have used ramps where you would have no problem launching provided you had a long enough trailer tongue extension. Could there be some amine blush remaining on the surface of the epoxy? That might inhibit setup.
A green dish scrubby and water will remove it.

ceiling finish to avoid mildew
