FROZEN SEACOCKS

I am looking for suggestions on freeing my seacocks. They are frozen in the open postion. Boat is in the water. I have tried WD-40 and some penetrating oil with a slight tap of a hammer where I can reach. Does not free them. They are bronze, of course. Would appreciate some help.
